If you know the rotation degree, you can select the rotation tool. In your example hold the alt key to move the rotation point to the upper right corner point (set snap to point in View). Release and then enter the rotation degree.

Another thought. Use the grid set to snap to. Set the grid as required for your needs in preferences. Use the 4 X 4 path, then with the direct selection tool select all the points on one side and move it as you wish.

Yes it will change the radius that's true, but as for feathering, that's just Photoshop displaying it as raster. If you want to see the result as a true vector, save it a s a PDF.

Just off the top of my head... Try the Rectangular Grid Tool. You'll need to do some math to calculate how many 8.5 X 11 sections are required. Cover the entire pattern with the Rectangular Grid. Convert the grid to guides Object > Slice > Create From Guides. Select the grid - Object Slice--Create from Guides. Select the slices, then File-Save Selected Slices.

Use the appearance panel to set up a style for your ellipse. Add the numbers on a layer and lock it. Then just click a point beside each number on another layer. Select all the points and apply the style.

You could make 2 squares the approximate size of your numbers you plan on using. I filled them with light grey then used blend to make 11 copies and replaced the spline with a large circle. Expand then un-group. Use the area type tool (set to align center) and add the appropriate number to each square. Didn't take long at all. The numbers are dynamic so you can change size, color and font as you wish.

When you created the document apparently you selected Video and Film as the profile. Close that tab and start again, File-New then select Print as your profile from the drop-down list..

Like most all things in Illustrator you have to do things in separate pieces, in this case 3. The outer circle, the text, and the center circle.

You mentioned a jpg? Jpg isn't an Illustrator file but you can place jpg images into Illustrator in which case they are only linked. (unless you purposely embed them) If you break the link by moving or deleting the jpg, then Illustrator cannot locate it and your jpg image will no longer appear.
