Illustrator works a bit differently. If you copy an object, but move the 0,0 point to another location, then do either of a Paste-in-Front or Paste-in-Back, it will paste it relative to the new 0,0 point, while Paste-n-Place will honour its original location no matter where the 0,0 is.

You might need to select the Colour - currently it's empty - try selecting the cell(s) and as pointed out by @Dave Creamer of IDEAS @Susan Culligan to have the lines turn blue
Then ensure all the settings are active, including the one that looks like it's set to Nothing.

You can either increase soace after for the first paragraph - or space before for the second paragraph.
But you should do it in the ParaStyles applied - not as a local formatting.

Better to File > Place. And also better to pre-plan and pre-build a set of cell styles along with a table style to coordinate them. A table can either be dressed with the style while placing; or after placing.

You can't change the baseline shift, either in InDesign or in Acrobat. (In Acrobat, if the field is set to a rich-text field, there is a way to do this). Theoretically, text in a form field in Acrobat is supposed to be centered vertically. In practice, it depends on some property that is defined in the font itself (I don't know if I ever managed to figure out which), so what actually happens in Acrobat is a little font-dependant. If you want the field labels (Surname, House Number, etc.) to line up perfectly with the editable field itself, you might consider turning the labels into text fields in InDesign as well, just make them non-editable (i.e. check the "Read Only" checkbox).

Why not simply Place the PDF files? or is this really an Illustrator question you've posted in the InDesign Forum?
Though it not an all-purpose PDF editor, most likely you will be able to open the PDF file successfully in Illustrator to copy the shapes.

There is a lot to know about tables. I recommend you work by means of table and cell styles. Here is all the helpfile to make sure you are familiar with how it all works and is edited:

Especially the next section about applying cell styles.
In a table, a heading row can be marked as a header, and also have its own cell style. The cell style, in turn has a paragraph style. But no paragraph style for the header can alternate first centered, then left-aligned, then centered, then left-aligned.
So either choose all one or the other, or else make two cell styles for the heading and make one centered and one left-aligned, and then manually apply the cell styles to each column header.
Also, be aware that column widths are not defined by styles at all, so they must be sized manually.

Are you using InDesign object styles as an analogue?
The closest concept in Illustrator are Graphic Styles. You can create them by setting up an object with your desired appearance attributes and dragging it to the Graphic Styles panel.

By default, they'll be placed at the size you've created them in Illustrator.
But if you resize them after placing - then they won't resize automatically if you resize them in the Illustrator and update your AI file.
You could create an ObjectStyle and set size - but again - it will depend on the original size in Illustrator and you'll have to update this ObjectStyle between documents.

For quick, one-and-done projects you will essentially file or delete after export or printing, it's tolerable. For any project over which you need control, the ability to go back and change or adjust source images, or which will be worked on in iterations over time, it's very poor practice. It also bloats the file size unless you spend (too much) time making sure the image is optimal before pasting it in.
Use drag and drop if you must, but paste... never. (Except in that maximum-expediency, throwaway-project mode.)
