In fact in a chat with an adobe tech today they told me to keep it at 1gb max.
I keep seeing these anecdotal reports occasionally yet nowhere does Adobe document this in written articles online.
If a 1GB catalog was such a good benchmark, I'm sure it would be widely documented and practiced. Yet there are plenty of 1GB+ catalogs in daily use with no performance hit.

my current catalog which is about 2 yrs old is at about 600mb. What is the max size for lr catalogs before things start slowing down?
A 600MB catalog over 2 years is quite manageable for Lightroom Classic and should perform well for many years.
Many people operate with hundreds of thousands of images in their catalogs with no issues.
Adobe's main advice over the years is to stick to one catalog unless you have very specific workflow needs. There is no need to split catalogs for performance reasons.

Unfortunately, Photoshop Elements does not support JP2(JPEG2000) files.
File formats supported by Photoshop Elements are shown here:

Photoshop does support them but they are not widely used. I would not be saving to JP2 format from a scanner

FYI, Camera Raw is a plugin used by Photoshop and Bridge but not Lightroom.
Lightroom has Camera Raw support built into the program code. So, to get updated camera support in Lightroom, you only need to update Lightroom itself.

Where exactly does Photoshop get stuck trying to startup?
Try deleting the preferences
As you start Photoshop, press and hold Control+Alt+Shift.
P.S. Time to update both via the Cloud desktop app.
Photoshop current version is 26.2.

I see the same issue here @Ann Bens on my iPhone 12 Pro Max. Whole screen loads of unnecessary whitespace. Lots of scrolling required to see content. All browsers.

So, they will have 2 options, either buy PSE and Restore my catalog, or, use an app to read all the metadata that is attached to each photo. That seems to be the only options available.
If your relatives are anything like mine (totally non-technical), I don't see either of those options happening so all your meticulous hard work is at risk of never being enjoyed by your family.
Giving them a URL to view well organised and captioned photos via an online hosting service would be far more engaging and accessible.

It definitely can. The dual card feature is designed for flexibility and backup security. It's configurable via the camera menu.

Migration tools often fail for inexplicable reasons. Hardware drivers, registry entries or software settings may be missed etc. Different people have different levels of success with them.
I've used them in the past with middling results. The process still took hours but not everything migrated 100% which left me less than confident with the end result. I now invest the time and clean install every time with 100% confidence.
Nothing to stop you trying but Adobe software traditionally does not migrate seamlessly.
Most people who try it in these forums seem to end up having to do a clean install of their Adobe software.

Not possible on a High Sierra Mac, I'm afraid. It's too old.
For the current version of InDesign (20.x), you need to be running macOS 12.0 (Monterey) or later.
For the version prior, you need to be running macOS 11.0 (Big Sur) or later.
How old is your Mac? Find your Mac model name and serial number - Apple Support

Yes, 10.13.6 is the latest update for High Sierra. However, High Sierra is a very old, discontinued operatng system.
The Adobe message is trying to tell you that you need a newer operating system altogether (Monterey or later).

In the simplest possible terms: global adjustments then local.
Are you working with Raw photos or JPG? Raw is preferred. You have so much more data to play with in post-processing.
Global: level the horizon, crop, adjust exposure/colour/lighting
Local: clean up unwanted artifacts (remove the telegraph poles), local touch ups (if any)
