PSD files bigger dimension on the hard disk

Hi! Since few days I've experienced the following issues:
I use Photoshop rev.23.0.1 for my illustration projects. The weight of images on photoshop is much smaller than on my hard disk. Few days ago the weight of the files was almost the same. 

For exemple: If I have a file on photoshop that weights 28,1MB on the hard disk it's 317MB

All the files I've saved in my hard disk have also increased the dimensions without opening them. 

Sometimes when I open these big files, I recieve the message that says "could not apply the workspace because there is not enough memory (RAM)" (My pc has 16GB RAM and the image should not weight so much).

Any advice?

Make sure that you consider layers, alpha channels, etc. Plus, are you comparing the flattened file size or an unflattened version. It sounds as though you are trying to compare apples to oranges, but please let me know if I mistook your questions.

Where do you get the number 28,1MB – Image  Image Size?

There has never been any connection between these two numbers. Image size is nothing to do with space on disk. This is not new and not a bug. If you have a problem with sizes or memory, you need to look somewhere else to get to grips with it.
