VBR 1 Pass and CBR renders onlly 95% of video. VBR Two Pass exports fine.

So when I've tried exporting a video through VBR 1 Pass or CBR, Premeire says "Export Successful" but when I go to play the video it always freezes on the last 5 seconds of the video.

 

I've noticed when rendering in VBR 2 pass and rendering in Apple Prores, the problem is gone.  Any idea on what's causing this?  I'm currently running Premiere v23.2

 

My Specs:

2019 Apple Macbook Pro

CPU: 2.4 GHz 8-Core Intel Core i9

Memory: 64 GB 2667 MHz DDR4

GPU: AMD Radeon Pro 5600M 8 GB
