No plugins needed to remove backgrounds.   This is easily done in Photoshop Elements or Photoshop CC.  See links below for details.

I'm not sure why @Nancy OShea moved your post to the Photoshop Elements forum.  It is unclear from your past posts which software you have.   But from my point of view, it doesn't matter which Adobe software you are using, Photoshop CC, Photoshop Elements or even some other software.  There should be no need to purchase a plug-in to remove the background from an image. If you provide some more information about what you are trying to do, and why you are unable to accomplish the task without a plug-in, perhaps we can offer you some advice.  An example image would be helpful.

By @Greg_S.

============

A hunch based on Sam's recent posting history in PS Elements.

There's was nothing in the question to suggest it was anything but Photoshop-related.

If you want to remove a background, the first step is always to prepare the shot and the camera carefully. For example, this shot from Adobe Stock is going to be extremely difficult.

This one is going to be a lot easier. The subject is in focus, the edges are sharp. most of the foreground has significantly different color values than the background.

Rotobrush would be your best option for both edges, but both will require some hand masking and manual Rotoscope (animated masks) to do a really good job.

When I have to shoot a scene and remove the background I always use a higher shutter speed to reduce or eliminate motion blur. You can put that back in later. Control the lighting as much as possible so that edges don't blend in with the background. Control camera position to keep the color values between the foreground and background as far apart as possible, and eliminate fly away hair as much as possible.

Show us a frame from the footage you are trying to use and we can give you some specfic instructions. In many cases a procedural matte created from a heavily color corrected copy of the footage can be used to remove a great deal of the background, then a little Rotoscoping or Rotobrush can be used to clean up the rest of the image. Unless the background is fairly uniform, most of the time, even with careful planning, you are going to have to use more than one tool and have more than one layer.
