Adobe Creative Cloud - You don't have access to manage apps????

Question

Hi I just bought the complete pack for adobe but I can't install any apps due to the Adobe Creative Cloud saying "You don't have access to manage apps - Permission from your IT adminisrator may be required to enable apps management".

Honestly, this makes abolue no sense as I installed this to my private laptop and I am not part of any community. I installed this privately therefore, I myself should be the admin.

Not very happy at the state I am in right now - hope that someone can find a solution soon!

I have already searched this problem up on the internet and tried everything that the people said but it still does not work!!!!
