Premiere is not including nested audio files in Project Manager -> Collect, feature, when it should

I have gotten into MAJOR trouble with a client that expected source files for their TVC, because Premiere Pro 24.4.1 (Build 2) on Windows 11 did not collect audio files that were nested, while checking the "Exclude Unused Clips" checkbox.

Using "Exclude Unused Clips" is absolutely essential to ensure that only relevant project files are included, however Premiere Pro excluded used audio clips, and in my case they were nested within the main sequences collected.

In the snapshot, Social 01 and Video 01 were selected, and they include one or more sequences which should be included if used, however upon collect, the nested sequences are blank, and without any missing file error.

At least if there was a missing file error, it would help to indicate the error, however it just excludes the nested audio and thinks it has done a successful collect.

This is 100% a bug as it has happened more than once, and on completely different projects with completely different files.

Edit: Additonal info below

  • Issue - Premiere excludes audio files that are nested, when using the Project Manager feature to collect files.
  • Adobe Premiere Pro version number: 24.4.1 (Build 2)
  • Operating system - Windows 11
  • System Info: CPU, GPU, RAM, HD:
    • CPU: 11th Gen Intel(R) Core(TM) i7-1185G7 @ 3.00GHz 1.80 GHz

    • GPU and Driver Version: Nvida T500, 31.0.15.3827

    • RAM: 32GB

    • Hard Drive: Internal 512GB SSD

  • Video format: No video - Only a mogrt, wav audio and jpegs
  • Workflow details: It's a very small Master Template file with mogrts, which is used to be imported into new projects where the mogrts will be filled in
  • Steps to reproduce - (Very important!)
    1. Create a main sequence
    2. Create a nested sequence with wav files in it
    3. Select File - Project Manager
    4. In the window, select the main sequence which has the nested sequence, but do not check the nested sequence
    5. Check exlude unused files
    6. Click ok
    7. Upon opening the newly collected file, there should be a lack of audio in the nested sequence, snapshot attached for ref
  • Expected result - It should include all used files, even if nested
  • Actual result -  The nested audio was not included
