Hello, I received same message when installing a photoshop element 17, which was originally in an old computer where I had uninstalled it, into my new computer. My new computer is with 13th Gen Intel(R) Core(TM) i7-13700 2.10 GHz, and Windows 11. It doesn't have hard drive though. The installation can not be completed. Anybody can give me a suggestion how to deal with it?   Thanks!! Rather than looking for the old discs, try looking for updated drivers online.    This may be complex.  If I recall correctly, there were legal battles with Dolby whose computer code was used by Sony and Panasonic when Blu-Ray standards were developed.   Adobe stopped using everything from Dolby and that seems to have ended any HD disc burning.  I read something last week that suggested Microsoft is doing something similar.   If that is true, it might be the cause of your issue.    ... "Isn't there anyone who can help me?"   It is hard to guess with so little information about your project, storage and workflow.     My first guess is that your source files and primary project are on an external SSD.   Under Edit > Preferences there is a choice for the "Scratch Disks".  By default, those would be on your primary drive and it may not have the huge amount of space needed for all the temporary files in such a large project.      Another guess is that your project should probably be on your primary drive.  I think I remember cases were Premiere Elements fails when installed anywhere but the primary drive.    If you have a corrupted source file, you may have to some searching.  I'm still guessing, but you might try this.....  Open a test project and import the first 50 clips, delete them and import the next 50.   Keep going.  If you get an import error, narrow it down to batches of 10.      ... I'm not sure I fully understand the question.   Is the "very large file" a playable video or a PrE Version 10 project file?  "Burning" has to do with plastic discs and nothing to do with putting video on a thumb drive.   It it is a playable video, simply copy it to the thumbdrive.      If it is a project, it will be hard to solve this.  Software as old as Version 10 was never made to run well on Windows 11.  You can't load old project files on new versions of Premiere Elements.      Can you describe what your "very large file" is? ... "What settings do you recommend to use for exporting pictures from LR that will be used in Premier elements?"   My habit is to use the LR Classic export dialog with the quality at 100%.   If you want to save disc space, you can use 60% to 80%.   You might want to crop to the frame size in your project settings first.  Typically that is 16:9 for most projects.   DPI (dots per inch) does not matter in digital workflows.  DPI considerations are for making prints on paper.   As Steve writes, the visual qualtiy of the final output is all that matters.        ... Hoping to add to Steve's, John's and Ann's comments, I've had no trouble with H.265 footage from a few different cameras and two different Windows computers.  Premiere Elements does not come with the H.265 codec.   You have to buy it for $.99 from Microsoft.    I've not tried C-Log.  Instead, I've tried S-Log (Sony) and D-Log (DJI).  The normal workflow for log is to apply a "LUT" to bring viewing to "Rec 709" normal.  Premiere Elements does not have a tool for LUTS so you can't do that.  However, I've used "Auto Color" on D-Log footage and there can be an improvement.      That said, if your plan is to use nothing but Log footage, Premiere Elements will be a disappointment.    ... I'm not sure, but I think deleting the Encoded Files is not a problem.  So, I tried it.  I deleted the contents and then reopend two projects.  The contents of Encoded Files was recreated for both projects.     Be sure you have backups, but then try it on your own system.   ... View more

The .prel files are stored where you tell it to store them when you start and name a new project.   Someone may have to correct me, but I think encoded files are temporary preview files that make the working process of editing function.   ... View more

Yes, it was a point release.  But, unlike most point releases, something changed that required the .lrcat file to be updated.   My guess is that with 200,000 files it might be busy updating previews.  Another guess is that facial recognition is updating.   Have you tried an online chat with Adobe techs?    ... I have the same issue.  Adobe Premiere Elements 2023 on a new (empty) - Imac 27" Retina 2020 - intel CPU i5 3,3Ghz - 16GB Ram - AMD Radeon Pro 5300 4GB - OS Sonoma 14.5 The program is running really slow. Same problem; response time is very slow. It is not useable.   The application on my less powerfull laptop with a m1 chip runs much fast...     why? By @El-Ekim   Why?  Without knowing more, I have to do some guessing.   The first is that your computer with the i5 is not nearly as capable for video editing as the laptop with the M1.   My second guess is that you may be editing advanced footage from a source like a phone.   Good editing of "4K" footage on an Intel computer usually requires an i7 or i9 CPU coupled with a big and "fast" SSD.    My third guess is that there may be some Premiere Elements settings on the i5 computer that need changing.   ... Without listing technical details, Premiere Elements outputs a universal and "standard" video file.   It does not matter if you use "TV" or "Computer" for output settings.  They both use the standard H.264 codec.  Because of the 4K, the files are very large.     Without knowing more, my guess is that some part of your system can't keep up with the large file size.   It may be your home network's capacity.   Current versions of Windows and current TVs include "casting" connections that are direct from computer to TV.    Basically, "casting" makes a mirror of you computer screen on your TV.   Have you tried the "casting" capability of your computer? ... Hoping to build on Bob's suggestion, you can also change some settings.  Try changing the Timeline Render Quality in General Preferences.   On the same page, you can try changing Hardware Acceleration and use of the GPU.   Another possibility is that your timeline preview needs to be "rendered".   This may be necessary if your timeline editing becomes complex or your source footage does not match your project settings. ... Re-reading your posts, it is not clear what you are doing.  This is the Premiere Elements video editing forum.  You mention that the Organizer is you primary use.  You also mention that "pictures" are missing.  I'm confused!    Based on my personal experience and this Premiere Elements forum, my best guess is that you have some sort of hardware issue.   Have you tried changing the GPU settings in General Preferences?  Have you tried changing the "render quality" in General Preferences.    I asked about how long you've owned it because with direct purchases from Adobe, there is a 30 day, full return policy.     ...
