Illustrator is great for creating repeating patterns quite easily. Could you use this instead of Photoshop? Your content looks like simple vector shapes which would also work well in Illustrator.

Did you recently update Photoshop? The Creative Cloud app allows for the simultaneous installation of multiple versions of Photoshop. You could test the AI options on an another version to help try and isolate the problem.

Are the images linked or have they been embedded? If the images are linked and they were independently altered in some way, those changes would then show in the Illustrator file.

Your marching ants selection doesn’t appear to be a circle. It appears to be multiple selections around extremely thin arcs at the edge of a circle. Try using the Elliptical Marquee Tool to draw a circle and repeat your process.

That’s bizarre that you would get the same odd result from such different exporting options. What happens if you use... File > Export > Export As When Photoshop (or any Adobe program) starts acting “weird”, a reset of the Preferences will often solve it. Open up the Preferences (now listed as Settings) and from the General section click on "Reset Preferences On Quit"

The Adobe Creative Cloud app allows for multiple versions of InDesign to be simultaneously installed. You might want to reinstall the earlier version and confirm that the file can be successfully opened there. I appreciate that this isn't a solution but it might help you work out the problem.

Thank you and happy to help. When saving an Illustrator file, the Illustrator Options dialog box contains the option Create PDF Compatible File. Is yours turned off?

You might want to check out Adobe Bridge that comes with the Creative Cloud. This is an Adobe program that is like a file browser on steroids.
