The solution should be here - newer version exists, error 1722, existing posts are not helping Starting with October 2018 release all Reader versions require specific set of system files (so called runtime). Most Windows Systems already have those files from Windows Update. Some systems for one reason or another do not have those required system files. In such cases Reader installer fails with error 1722, but MSI returns different error and Adobe Download Manager displays "Newer version already installed" incorrectly. There is no reason to use Adobe Cleanup tool.
