Can you give any more detail on these audio files? Are these 45+ minute audio files? Or smaller clips? Do they have a lot of audio effects added to them within Premiere?

This is a guess: but are those clips you are rendering out part of much, much larger original files? For example, if you have an hour video, but only need 5 seconds. When you render, perhaps it has to render the entire file due to the source codec, or perhaps the destination one. Or it could simply be a limitation of Premiere. Like I said, I can't replicate this, but I'm not using the same files/codecs as you, which is why I suspect it may be something specific to those files.

It's not supposed to be editable: that only shows you the path where that file existed when you last saved the project. Use the browser interface, navigate to that same file in the new location and select it.

Look at the "last path" field, it's showing 01.png. Look for that file and select it.

Make a sequence with just the intro and conclusion with blank space in between.
Save the file as VideoTemplate.prproj or something to that effect.
In Finder or Explorer, copy/duplicate that file as many times as you need and name them unique names for each course.
Now when you open each project, you'll have the intro and outro ready to go and you can insert/edit in between.

If I click in the filename in the export window, I get prompted to "Keep both" or "Replace"

Very odd issue!
Does this only occur with Premiere and AE?
Do you have Gameready or Studio drivers installed for your RTX2070? (You should be using the latter)
Have you tried having only one monitor plugged in, or using different ports, in an attempt to narrow down the cause?

Question, when I drag my video footage into the PP project, does this mean I just duplicated the video footage? No, Premiere is simply linking to the footage on your harddrive.
Should the video footage be reside within each Premiere Pro project to reduce file duplication and file relinking when projects are moved to portable drive to work on the go? Footage does not reside "within" a project. The project file is simply linking to the footage. If you move files around, like a portable drive, you can have Premiere simply relink to then, no duplication necessary.

I've seen this before when the OS scroll speed is set too high. Try going into your Mouse settings (not sure if you're on Mac or PC) and change your scroll speed.

Reconnect the clips, then File - Save As your project to a new/separate Project file (.prproj). Then try opening that new Project file and see if everything is linked up.
