After Effects Persisting Memory Leak

As a long term creative cloud all apps subscriber working as a freelancer in the industry, I'm %100 sure After Effects has a memory leak issue still today.. 

Ae 2023, empty project, fresh vanilla installation, 1440P  .h264 footage and just a single tricolor effect on top, footage playback speed is %30 (timelapse) and scrubbing around the timeline, changing one of the colors of tricolor effect and memory usage is %99 in less than a minute.

I have a 64GB Ram 20cores running at 4.3 no stability issues whatsoever. 
This memory leak is using approximately 57GB's of ram..

This problem started happening with the version 2022 I believe..

To confirm, are you running AE 23.3?

this is how I recreate this issue,
speed up footage, scrub on timeline to cache some frames, add tritone and memory consumption is around %78,
if I'd cache more, it will give the same "out of memory error" and won't even let me close it because that error asks for 14.5 GB more ram and rest is history.. open up task manager, kill process.

Using version 23.3 Build 53. 
RTX 2080Ti Fe, Driver version 528.49

When you say "same out of memory error" - is that a warning / info bar in the composition window? Just want to make sure I'm looking for the right thing. Thanks.

not enough memory error, warning and it wont go away, it reappears everytime I click OK once I get the memory error. 

One more thing I realized, my viewer was on "full" mode. not auto, not half. 
Playing the sequence with spacebar, or scrubbing on timeline in "full" mode for a 1440P footage was draining my RAM. 
So now it feels like memory management issue? It's almost like AE can't replace old frames with the new frames that are cached on RAM and it fills up until %99 of memory used and gives this error.

Thanks for the additional information. I did try to repro it with the project you sent running on the AE 23.5 beta and while the memory fills up, it is releasing it and I'm not getting the out of memory. I'm going to pass this along to an engineer who is currently working on AE's memory management and see if he can repro or figure out what's going on.
