Hi Ahmed

Currently, Quick Offset only works across multiple layers and it considered each layer a unit. For example, when selecting keyframes across multiple layers, all keyframes on the same layer move together.

Adding staggering with multiple keyframes in a single layer is a great feature request and we'll be looking into it!

Try rebooting. I'm not seeing the problem. Selecting all keyframes with multiple properties using the Selection tool (v) then clicking and dragging works just fine on the latest AE and AE Beta builds on my M4 Mac.
