Improved Ruler Tool - Snapping, Angles (Rotation) etc.

I propose After Effects Ruler tool be reworked with more features more like Photoshop/Illustrator.  

Suggestions include:

1.  Incremental Snapping with adjustable value settings.  For example 1-100px.  It would be similar to how Photoshop/Illustrator work when you pull down a new ruler guide, holding shift, it snaps to incremental values.
2. Ruler guide angle/rotation settings. When you right click a ruler guide, now you can enter a pixel location.. ie.  Edit Position (540px). Add to that a Edit Rotation (45Degrees)
3.  Add Guide spacing settings like PS/Ai.   Example: View>Guides>New Guide Layout but for After Effects.
