Your enterprise administrator can migrate the user to the enterprise account, but I would advise against it. I would build out a new user account under the enterprise hub using their work email. The licensing and sign on are different so even if they used their work email for personal, it will allow a different log in for enterprise (links are shown on the sign in screen). As for storage, you can store your files wherever you want, however Adobe CC Enterprise (or any CC plan) won't automatically sync to a OneDrive cloud drive nor will user information be recognized. If you plan to just use OneDrive as just a file storage hub, then that would work similar to an external HD or server drive. Simply download their files onto a computer and transfer to OneDrive.
