@konstantinv13834386 Thanks for replying so quickly. The only way we can fix this is if we can repro the problem, which unfortunately we can't. Does this only happen in Photoshop? I know that's kind of a dump thing to ask since you're seeing different behavior across different versions but please humor me. Are there other painting apps you could try, even just one that comes with the OS? Also is it all brushes or one in particular? If you could go to Help > System Info, copy that, paste it into a text file and attach it here, that would help also. Thanks!

Unfortunately this is just the pressure fall off Photoshop gets from Wacom. Some things you can fiddle with to make this better:
In Wacom settings Options, uncheck Tip-Up Assist, In Wacom Pen Setting set Tip Feel to more Firm, In Photoshop smoothing options (gear icon): uncheck Stroke Catch-up and Catch-up on Stroke End,
In Photoshop use a brush that doesn't use pressure, or simply paint slower with a brush that does (not a great options I admit). You can also try lowering the smoothing and adjust how quickly you pull the stylus off the tablet. If you apply less pressure as you finish the stroke before you lift the stylus off the canvas/tablet surface, you'll not see as many of these shoestrings but rather a gradual thinning of the stroke.

Looks like a timing issue. If you press the key to rotate, tap/click and drag to rotate, release the mouse button or lift the stylus with the rotate key still down, wait and then release the rotate key, it will return to brush. If you do this quickly, it doesn't return and stays with the rotate tool. Still a bug we need to fix.

Major facepalm moment and massive apologies! We're working on getting a fix out ASAP. In the meantime the workarounds are to either just disable and not use touch or disable the Spaces plugin by simply renaming it with a ~
If you disable the "Spaces" plugin then the crash goes away. To disable rename the "Spaces" folder in Plugins to "~Spaces". Change C:\Program Files\Adobe\Adobe Photoshop 2022\Required\Plug-ins\Spaces To: C:\Program Files\Adobe\Adobe Photoshop 2022\Required\Plug-ins\~Spaces

Not to go into too much detail but we are still working on a fix. Tracking down the cause in a complicated trail of mouse/cursor/stylus events that have tons of hand-offs between the software and operating systems has been challenging, AND we don't want to fix it and break something else. Appreciate the patience. We'll get the fix out as soon as we can.

Hi @intelligent_Wish1549 I can confirm that in both 2020 and 2021, if the brushes are in a folder that is collapsed, you will not see them - the panel will not scroll them into view nor expand the folder. Can you confirm that this is the problem you're seeing in 2021? If the folder is expanded, the panel will scroll and show the currently active brush.

@Daria5EAB What additional software are you using, specifically the software that shows the mouse in your recording? If you disable that and/or other programs that are running, does that resolve the issue?
Here are a few other things to try: Launch Photoshop while holding down the Shift key to disable optional and 3rd party plugins. Let me know if it still occurs in that instance.

If you Quit Photoshop and relaunch, does that fix it?
Also, if you go into System Setting and set different resolutions, does that move the Photoshop app frame so you can move/resize it?

@Daria5EAB Thanks for the video. Trying to reproduce here but haven't been able to. What else do you have installed or did you install on this new Win10 install? Do you use/install Wacom? Do you have gaming/high performance mouse with high polling rate?
One thing you can try to see if it resolves the issue for you is to go to Preferences > Technology Previews and check Deactivate Native Canvas. Quit Photoshop, relaunch and let me know if the problem still persists.
Also, in Photoshop, can you go to Help > System Info..., click Copy, open a text editor, create a new file, paste, save and attach that here please? Thanks!

*NguyennnAmyyy There is a known issue with current Wacom drivers where the modifier keys can intermittently get stuck; fix is coming very soon. I would also recommend trying to reset your preferences (Photoshop > Preferences > General: click Reset Preferences on Quit, then quit and relaunch). Let me know if that helps.

It looks as though the cause of this may have to do with generator as *Meekon discovered. Try going to File > Generate > and make sure Image Assets is unchecked. Also go to Preferences > Plugins and uncheck Enable Generator there as well. This is what you can do to workaround the problem and we'll work on a fix.
