If not, please share the below information for further investigation:
1. The OS and version of your device;
2. Do you see this with every file or a specific file? Please share a sample file over a private message to test the issue in-house. To do so, click on my profile name followed by the blue "Send Message" button;
3. A screen recording of the entire event which shows your workflow for a better understanding.
Also, are you trying to combine the files from within Acrobat? If yes, would you mind trying the same using your File Explorer or Finder?
Also, try it once through the Online Portal: https://adobe.ly/4ijsAs2 would be great to understand if this is specific to the application or a problem we need to investigate on different terms.

Have you checked if the filters on the comment panel have nothing selected for Acrobat to filter the annotations (screenshot attached)?

I tried reproducing this on my end but couldn't. Working with other applications or files with drag-and-drop isn't something Acrobat can control, and this should be mostly with the Mac OS.
Would you mind sharing some more info for better understanding:
1. The MacOS version you are on;
2. A Screen recording that shows the entire event (beginning from you dragging out tabs from Acrobat, then the rest of the apps/files not dragging, and also the Activity Monitor's memory tab) to understand if this is actually Acrobat or something else interfering with the OS.
Also, please make sure you are on the latest version of the application (2024.00520428) for the best experience.
To do so, go to Help Menu-> Check for Updates.

i don't think there would be a direct way of exporting comments to a CSV file.
However, what I would suggest here, is to export the PDF file along with the comments to a Word file, then go ahead and export the comments to a CSV file using Word.
How to export PDF to Word file with comments can be found here: https://adobe.ly/4ivSY1z
The option should be available in the Review Ribbon and Comment Panel.

You might want to try a few steps:
Go to Edit > Preferences > Page Display
Under Rendering, disable:
Use 2D Graphics Acceleration
Smooth Line Art
Enhance Thin Lines
Restart Acrobat and test.
Next, go to Edit > Preferences > Security (Enhanced)
Disable Protected Mode at startup and Enhanced Security
Restart Acrobat and test.
Then, go to System Settings > System > Display > Graphics Settings
Turn off Hardware-accelerated GPU scheduling
Restart.
If none of this helps, please update the app to the latest version (2024.005.20428). To do so, go to Menu-> Help-> Check for Updates.
If the issue persists on the latest version, please help us gather the logs from your machine: https://adobe.ly/41KXV0V. Please make sure Procmon is selected. You can upload logs using this tool and share your Unique log ID with us.

As @creative explorer correctly mentioned, the web version of Acrobat works in different capacities compared to what the desktop application can do.
On similar lines, I was able to select multiple files, right-click on the selection, and click on combine, and it worked for me.
What's interesting here to understand would be the location of the files where they are stored. It could be difficult even for the desktop application to combine files that are saved on cloud storage, as they are not actual files but images that appear on your list.
All that being said, give the latest version of the desktop application a try. You can download the installer file from here.

Would you mind trying out a few steps:
Test with a Fresh Windows Profile
Create a brand new Windows user profile for the affected user (not just removing Adobe-related folders).
Log in with the new profile and test Acrobat.
If it works fine, the issue is likely in the corrupted original profile.
Check Folder Permissions
Ensure the user has full control over the following directories:
C:\Users\<username>\AppData\Roaming\Adobe
C:\Users\<username>\AppData\Local\Adobe
C:\ProgramData\Adobe
If not, grant full permissions and try again.
Delete & Recreate UEV Profile Properly
Since renaming the UEV profile didn't reset it, try disabling UEV for the user, deleting the profile, and then enabling UEV again:
Get-UEVStatus Disable-UEV Remove-Item -Path "C:\Users\<username>\AppData\Local\Microsoft\UEV" -Recurse -Force Enable-UEV
Also, would you mind updating the app to the latest version (2024.005.20428) and letting us know if the issue is fixed for you?

Thanks for writing in! This is pretty much the explanation we could've given. Cloud-based fonts for every application have a separate base, and this is true for Microsoft, Google, and Adobe.
Until you have a font file installed on your device for the font family, it would be difficult to use them on other applications apart from the ones who provide the fonts to you.

The Fill & Sign tool should already be pinned to the floating toolbar (the pen icon).
So, if the user clicks on it, it should show your user "Invite others to sign," clicking on which should launch the Request e-signatures window (screenshot attached)

Open Acrobat Pro and go to Preferences ( Cmd + , ).
Under General, find "Make Hand Tool use Mouse Wheel Zoom" – If enabled, try disabling it and test again.
Go to System Settings > Mouse (or Trackpad if using one).
Adjust scroll speed to a lower setting and test again.

In case you are still looking for a solution, here are my comments on it.
You don't necessarily need to manually split and screenshot the document. Try these steps first:
Use "Recognize Text in This File" (Enhanced OCR)
In Acrobat, go to Scan & OCR > Recognize Text > In This File.
Click Settings and choose "Editable Text and Images".
Under "Page Layout", select "Both Columns" if available.
Deskew and Straighten Pages
If the text is at odd angles, go to "Scan & OCR" > "Enhance" before running OCR.
Manually OCR the Left and Right Columns Separately
If OCR is still failing on one side, use the "Recognize Text in This File" tool, but process only one half at a time using cropping:
Make a copy of the PDF.
Open the copy, go to "Edit PDF" > "Crop Pages".
Crop the left column, save, and run OCR.
Do the same for the right column.
Split Pages into Single Columns Automatically
Use Preflight (Acrobat Pro only):
Open Preflight (Ctrl + Shift + X / Cmd + Shift + X).
Search for "Split pages" and apply a two-column split.
