In case you are still looking for a solution, here are my suggestions on it:
Direct Attribute Assignment:
Assign RowSpan and ColSpan attributes directly to each <TD> element instead of using Attribute Classes. This ensures that the Accessibility Checker recognizes and processes these attributes correctly.
Manual Verification:
If restructuring the table isn't feasible, manually verify the table's accessibility. While this doesn't resolve the checker's oversight, it ensures that the table functions correctly for assistive technologies.

In case you are still looking for a solution, you can try the below steps:
Check File Permissions
Ensure that ProtectedModeWhitelistConfig.txt has the correct permissions:
Open File Explorer → Navigate to the Acrobat folder.
Right-click ProtectedModeWhitelistConfig.txt → Select Properties.
Go to the Security tab → Ensure the current user and SYSTEM have Full Control.
Force Reload the Config File
Instead of relaunching Acrobat, try:
Restarting Windows Explorer (Task Manager → Restart "explorer.exe").
Restarting the Acrobat Updater Service:
Open Services.msc
Locate Adobe Acrobat Update Service
Restart the service.
Check Registry for Cached Config
Navigate to:
HKEY_CURRENT_USER\Software\Adobe\Acrobat\DC\Security
Look for any cached entries related to the whitelist and delete them.
Disable Caching
Add a registry key to prevent caching:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Adobe\Adobe Acrobat\DC\FeatureLockDown
Create a new DWORD value: bDisableCache
Set it to 1
Try Using an Environment Variable
If your paths are static, try defining an environment variable in Windows and referencing it in the whitelist file.
Completely Reset the File Without Exiting Protected Mode
If deleting the file and recreating it outside Protected Mode works, try this alternative:
Rename ProtectedModeWhitelistConfig.txt (e.g., ProtectedModeWhitelistConfig_old.txt ).
Create a new file with the updated directories.
Restart Acrobat.

In this case, I suggest exporting the file to a Word Document and then to a PDF document.
Once in Word, go to the Acrobat ribbon, click on preferences, then uncheck the box saying "Rely on System Fonts Only. Do not use document fonts."
Once done, export to a PDF and check again.

This behavior is due to SharePoint's limited support for property promotion with PDF files. Unlike Microsoft Office documents, where metadata such as the title is automatically extracted and mapped to corresponding SharePoint columns, PDFs do not receive the same treatment by default.
Understanding the Issue:
Property Promotion: This refers to SharePoint's ability to extract metadata from documents and map them to library columns. While this works seamlessly for Office documents, it doesn't function the same way for PDFs.
Title Field: In SharePoint, the Title column is a default metadata field. For Office documents, the document's title property is automatically promoted to this column upon upload. However, for PDFs, this automatic promotion doesn't occur, leading to an empty Title field in the library view.

Save as PDF is a feature provided by the printer, and we cannot guarantee the results.
If Adobe Printer works fine, you can open the flattened PDF, go to Edit PDF, and run OCR on the document.
This should make the document text searchable and selectable.

I checked the email address you use to log in to the community and could not find an active subscription for Acrobat Sign.
Searching by the name, I could see other accounts, but they have Acrobat Pro entitlements.
This feature is available with the business/enterprise account and has to be done through the account admin.

3. A screen recording of the entire event which shows your workflow for a better understanding.
Also, are you trying to combine the files from within Acrobat? If yes, would you mind trying the same using your File Explorer or Finder?

Have you checked if the filters on the comment panel have nothing selected for Acrobat to filter the annotations (screenshot attached)?

I tried reproducing this on my end but couldn't. Working with other applications or files with drag-and-drop isn't something Acrobat can control, and this should be mostly with the Mac OS.
Would you mind sharing some more info for better understanding:
1. The MacOS version you are on;
2. A Screen recording that shows the entire event (beginning from you dragging out tabs from Acrobat, then the rest of the apps/files not dragging, and also the Activity Monitor's memory tab) to understand if this is actually Acrobat or something else interfering with the OS.
Also, please make sure you are on the latest version of the application (2024.00520428) for the best experience.

i don't think there would be a direct way of exporting comments to a CSV file.
However, what I would suggest here, is to export the PDF file along with the comments to a Word file, then go ahead and export the comments to a CSV file using Word.

The option should be available in the Review Ribbon and Comment Panel.

You might want to try a few steps:
Go to Edit > Preferences > Page Display
Under Rendering, disable:
Use 2D Graphics Acceleration
Smooth Line Art
Enhance Thin Lines
Restart Acrobat and test.
Next, go to Edit > Preferences > Security (Enhanced)
Disable Protected Mode at startup and Enhanced Security
Restart Acrobat and test.
Then, go to System Settings > System > Display > Graphics Settings
Turn off Hardware-accelerated GPU scheduling
Restart.
If none of this helps, please update the app to the latest version (2024.005.20428). To do so, go to Menu-> Help-> Check for Updates.
If the issue persists on the latest version, please help us gather the logs from your machine: https://adobe.ly/41KXV0V. Please make sure Procmon is selected. You can upload logs using this tool and share your Unique log ID with us.

As @creative explorer correctly mentioned, the web version of Acrobat works in different capacities compared to what the desktop application can do.
On similar lines, I was able to select multiple files, right-click on the selection, and click on combine, and it worked for me.
What's interesting here to understand would be the location of the files where they are stored. It could be difficult even for the desktop application to combine files that are saved on cloud storage, as they are not actual files but images that appear on your list.
All that being said, give the latest version of the desktop application a try. You can download the installer file from here.

Would you mind trying out a few steps:
Test with a Fresh Windows Profile
Create a brand new Windows user profile for the affected user (not just removing Adobe-related folders).
Log in with the new profile and test Acrobat.
If it works fine, the issue is likely in the corrupted original profile.
Check Folder Permissions
Ensure the user has full control over the following directories:
C:\Users\<username>\AppData\Roaming\Adobe
C:\Users\<username>\AppData\Local\Adobe
C:\ProgramData\Adobe
If not, grant full permissions and try again.
Delete & Recreate UEV Profile Properly
Since renaming the UEV profile didn't reset it, try disabling UEV for the user, deleting the profile, and then enabling UEV again:
Get-UEVStatus Disable-UEV Remove-Item -Path "C:\Users\<username>\AppData\Local\Microsoft\UEV" -Recurse -Force Enable-UEV
