What version of Photoshop Elements? Do you have the disc or download file? Make sure to deactivate from the old computer if you don't intend to use it on the old computer. Help > sign out or Help > deactivate from the Editor menu.

Delete the Media Cache and Media Cache files: https://community.adobe.com/t5/premiere-pro/faq-how-to-clear-your-media-cache-in-30-seconds-in-premiere-pro-2020/m-p/11017257/thread-id/260446?page=1 If that doesn't work, try creating a new project and import the old one into it.

@Matthew Dudda It was determined by Jeffrey_A_Wright that you have a Teams subscription. Teams subscriptions are different from individual subscriptions. The plan administrator may have access to versions not available to individual subscriptions. That is why you were told to contact the plan administrator.

@Sam25246618vkbs You don't need GEForce Experience installed. Uninstall it and do a clean installation (choose custom and uncheck GEForce Experience) of the latest Studio Driver.
