Please do note that you're posting on a User to User forum. Sometimes, it's reviewed by Adobe staff, but for a post like this, I'm afraid you're not likely to get a response. Since rotate really works well within the app, and your difficulty is when using the Wacom device, and the Wacom driver, I'm afraid that it's Wacom who would need to address this issue. You're, of course, welcome to post your concerns to the Bugs section of this Community (see attachment), but nobody on this Discussion portion of the site will be able to assist you. If you know of others with your issue, please ask them to upvote your Bug report here. But, I do think you'll find better assistance on your issue, with the Wacom Support area (https://support.wacom.com/hc/en-us/community/topics)
