Testumgebung:
Windows Server 2016, 2022
Verschiedene Acrobat Reader DC Versionen
Verhalten:
Edge bzw. WebView2 oder Microsoft PowerToys funktioniert das verschieben.

Hope you are doing well. Sorry for the trouble with File Management while using Acrobat.
Let's understand the root cause of the situation: When Windows Explorer displays a PDF preview (or thumbnail), the AcroRdr.exe or AcroCEF.exe process temporarily opens the PDF file to render the preview.
In a remote session (RDP/Citrix), this handle isn’t released quickly, so the file remains locked — preventing you from moving, renaming, or deleting it.
This is not a permissions issue, but a preview-handler issue with Windows Explorer.
What you can do to prevent this:
Open Reader DC.
Go to Menu > Preferences.
Uncheck these two options:
General > “Enable PDF thumbnail previews in Windows Explorer”
Security (enhanced) > “Enable Protected Mode at startup” (optional — test before leaving it off)
Click OK and restart Reader.
Let us know how it goes.
Regards,
Souvik.

Still same issue. No effect if enabled or disabled Protected Mode. The other Setting is required "Enable PDF thumbnail previews in Windows Explorer” since users wants to see the preview and then move the file. If it is disabled it does work, becauser there is no AcroRd32.exe running, which blocks the acccess.

Same issue here.
Also tried to update to 25.001.20937, but problem still exists.
Our users also need the preview in the windows explorer and the ability to move the files from one folder to another.
