Glitchy render

Hello, I've been trying to render this video for a while now but I've noticed a reoccurring issue when rewatching the finished video. The start and end of the video always comes out glitchy and I have yet to seen anything else like this. Is there any way to fix this?

It might be due to corrupted frames, try to trim few frames from the beginning and end. 

Also try to disable hardware encoding.

Such issues are common with the screen-recorded and sometimes downloaded media. Try transcoding the media and replacing it in your After Effects project.
