Hello.
I guess you are new to After Effects.
This is actually the normal behaviour.
To make Mr Andrew Tate moves like he is in the video.
We need to do something called "Tracking".
We use tracking to track a certain area that its position is changing in a scene, after tracking you will have a null that moves in the same way the tracked object moves, after that, we can parent any layer (in your situation it is andrew tate clip) to this null layer.
You can search on youtube for Tracking in After Effects

hi, sorry to annoy but doesn't the tracking stop once its out of the frame ?

No, tracking can work for a duration of frames.
Any video on youtube will tell you how to use tracking!

In your case, try using AE's built in Camera Solver. Select the clip with the camera movement. Go to Window>Tracker and choose Track Camera. This will generate a bunch of track points for you (you should see a bunch of coloured X's on the clip - if not, increase Track Point Size in effect controls). Find the X that most closely matches the position you want the guy to be in. Right click the X and select Create Null and Camera. Now, make the Andrew Tate layer a 3D layer. Select the Track Null layer created from the camera tracker and press P to reveal its Position. Select the position, ctrl/cmd + c, then select the Andrew Tate layer and ctrl/cmd + v. He should now appear "locked" in space
