How come I don't seem to have a Case Management Portal?
Is there a setting some where?
Cases are managed under the CRM entry of the person.
A persons's Cases are in the one of the tabs at the top when you click a Customer.

You might want to check whether your subscription allows for a CRM. If it does and you still can't locates cases, then you'll need to get in touch with support.
