Production Fix Desperately Needed - Library - remember layers

For the love of all that is print production, can we please get the ability back that CC libraries remember layers using "place copy". It's been a know issues since the release of 2017!

For a print production enviroment, libraries are basically unusuable as is in Illustrator.
