ARABIC and english in indesign 25

I have a series of documents to translate and one is in arabic, I can not find how to make a bullet on the right hand side. I can not install a ME version anymore and I can not work out how to make all the options in para panels appear. Please help.

You need to install a ME version and use one of the worl composer. 
why can you not install a ME version anymore? Go to the CC Desktop application, change in its preferences in the application section to a ME installer. Install this version ABOVE your primary version. No are additional plugins and resources installed you need to work with RTL languages. Now you can do what you asked to do. 
No additional licenses are wasted but you get new menu items.
