tools retain copied settings from one image and paste them into another

I use "copy settings" for an image and paste them to another. But then, when I want to process an indivisual image and try to mask it (ANY mask - sky, subject, etc.), it creates a mask from the previous "copy settings". Even though I do NOT have "masking" checked in the copy dialogue.

I've not found a way to get rid of that "memory" other than to exit LR. I've gone back to the source image, deleted all the masks, copy/pasted those settings, and it still introduces the ghost settings.

 

This behavior also happens with the noise reduction function.

There shouldn’t be any direct connection between Copy Settings and masks (other than copying masks). However, it’s possible that masking is set up to give new masks the same settings that were used on the mask that was last created. To make sure that’s not the problem, when you create a new mask, enable Reset Sliders Automatically (which means always start a mask with everything set to 0), and see if that makes any difference.
