error code: 206 in Windows 10 with Norton 360

I need your help because i cannot understund.

It open 3or 5 times the window like this

and in the end i see this.

i do exactly all the steps but nothing

I check everything and close all the firewall and norton 360 auto protect.

I go to friends home to change router and nothing.

I pay for Lightroom and i don't have it.

Please help me.

The only problem is that my windows is in the Greek language. I change the system language to English and everything is ok now.

This is a problem that Adobe may fix.
