1) Ensure you are not using Incognito/Private mode. If you are in a standard window, check your browser settings to ensure you are not blocking "Third-party cookies" or "Site data" for Adobe.
2) Go to your browser's settings > System > and ensure "Use graphics acceleration when available" (or Hardware Acceleration) is turned ON.

3) You mentioned cleaning memory, but specifically clearing the Browser Cache/cookies is different from clearing device RAM. You can check out these links: Clear cookies in Safari on Mac - Apple Support (NZ) and Clear your browsing history in Safari on Mac - Apple Support (NZ).
4) Try opening Photoshop in a different browser (e.g., if you use Safari, try Edge or Firefox) without any extensions installed. If it saves there, an extension in your main browser is the culprit.
