Most likely you have a GPU issue, or possibly corrupt preferences. Version 26 and 27 are rock solid on my two machines and do not crash. In fact I haven't seen a crash in perhaps 5-10 years.
Only the current + 1 previous version are available for download and install in the CC app. So you can only get v 27 and v 26 now.
The most common reason for GPU crashing is conflicting dual GPUs. If you post the full Help > System Info it will show your complete GPU configuration. ACR is usually a bit more sensitive to GPU problems than Photoshop.
But first try a complete reset of preferences. Corrupt preferences usually look like application bugs and are frequently mistaken for that. The preferences contain the full app configuration, including lots of hidden and system-dependent parameters. Preferences are rewritten on every application shutdown, and are vulnerable to corruption by irregular shutdowns. Errors accumulate, and migrating preferences from a previous version can bring out latent problems in the new graphics code in the new version.

Based on the scant information you have provided, no one here can help. Therefore, all proposed solutions are a look into the crystal ball.
Is your system up-to-date? Do you have installed all recent updates and patches for the operating system and the device drivers, especially the graphic driver. If you have a NVidia graphic card installed, make sure that you are using the recent Studio version of the driver, not the Game Ready version.
Maybe you can post your Photoshop system info. In Photoshop goto Help > System Info and hit the copy button. Then paste the entire informations into this thread
The Creative Cloud desktop app doesn't provide download links to older (and/or unsupported) version. You can try to contact the Adobe customer support and ask they to provide download links to earlier versions. Explain why you need them. But there's no guarantee you'll succeed.

Type "agent" to chat with a human employee. If the agent isn't able or doesn't want to provide you with download link, hang up and try again. Some users have reported that they have to try several agents before getting one who could help.
