Tools palette not showing properly in Ps v27.1

I'm experiencing a problem with the Tools palette not showing properly in Ps v27.1. Attached is a screen shot. Does anybody have any idea what may be causing this problem and can offer a suggestion to fix it.

I would first try to reset preferences ( https://helpx.adobe.com/photoshop/desktop/get-started/settings-and-preferences/reset-preferences.htm... ). If that doesn't work you may need to reinstall.
