Illustrator.
InDesign would also be Ok, but I have found that a lot of packaging printers prefer to receive Illustrator files.
Photoshop is simply not appropriate for that kind of work, although it can be used to create some elements of the design.

Photoshop for rasterised images, Illustrator for vector graphics and InDesign to pull it all together and export to PDF for printing.

I’ve used both Adobe Photoshop and Adobe Illustrator, but for packaging box design, Illustrator is the better choice. It’s great for creating dielines, vector designs, and print-ready files. Photoshop works well for mockups but isn’t ideal for precise packaging layouts.
I’ve worked with [removed] for custom packaging, and they delivered exactly what I needed good quality, reasonable pricing, and reliable service. You can visit TrustPilot for [removed] reviews for your satisfaction. They’re a solid option for custom packaging.

@Mary Richards , not to belittle your positive experience with that print provider … but your post looks a little like spam added to a thread from 2022.

Illustrator over Photoshop to combine the CAD vectors for the "dieline/knifeshape" (cut, crease, glue area etc) with other text, vector and raster elements.
Although one can do the layout in either InDesign or Illustrator, the packaging industry doesn't usually use page layout software. A PDF is a great equaliser though, and in theory it shouldn't matter what the PDF creator is if the PDF is fit for purpose.
The creation of the structural design is generally performed in specialised parametric packaging CAD software such as Arden Impact Designer or Esko Artios CAD.
