Which is the best tool to design packaging boxes

I need to know, which adobe suite for best to design Packaging Boxes [Link removed by moderator]? 

1- Adove Photoshop

2- Adobe illustrator

Illustrator. 

InDesign would also be Ok, but I have found that a lot of packaging printers prefer to receive Illustrator files.

Photoshop is simply not appropriate for that kind of work, although it can be used to create some elements of the design.

Photoshop for rasterised images, Illustrator for vector graphics and InDesign to pull it all together and export to PDF for printing.
