Do I have to pay for stock licenses if I have a creative cloud subscription?

You do not currently have a subscription for Adobe Stock per the Adobe ID you are using here on the forums.
A subscription includes standard licenses as described here:

https://stock.adobe.com/license-terms

All other license types can be purchased on demand or with credit packs.
